Ministry of Human Resources and Social Security- Relying on an integrated employment information platform to establish a precise assistance ledger

On October 25, the Ministry of Human Resources and Social Security held a press conference to discuss the key developments in its work during the first three quarters of 2024.

Chen Yongjia, Deputy Director of the Employment Promotion Division, emphasized the importance of supporting employment for disadvantaged groups as a vital measure to safeguard basic living standards. In recent years, the Ministry has enhanced assistance for difficult-to-employ populations, including the elderly, disabled individuals, and those who have been unemployed for an extended period. They have developed a comprehensive employment assistance mechanism that includes timely identification, prioritized services, precise support, and dynamic management to improve both the accuracy and accessibility of employment aid.

Firstly, the Ministry has implemented targeted identification of assistance recipients. They focus on those who are elderly, disabled, or have been unemployed for an extended time, assessing the severity of their employment difficulties to classify them as needing help. This allows for the precise identification of individuals in need and a better understanding of their employment requirements. Additionally, the range of recipients is adjusted based on economic and social developments to ensure no one is overlooked who should receive support.

Secondly, a personalized assistance approach is being adopted. Utilizing an integrated employment information platform, the Ministry has established a detailed assistance record, ensuring clarity on individuals’ profiles, employment capabilities, aspirations, and service needs. They gather information on suitable job openings in urban and rural communities, urgent vacancies, flexible employment positions, and low-entry, secure jobs to create a comprehensive job listing. Through personalized career guidance, they tailor support measures to individual circumstances, offering targeted job recommendations, skills training, and entrepreneurship services.

Thirdly, they have put in place policies including “two incentives” and “three subsidies.” The “two incentives” refer to tax and fee benefits for those receiving assistance who find employment or start their own business, as well as subsidized loans for entrepreneurship. The “three subsidies” involve social security subsidies for individuals employed by companies or engaged in flexible work, vocational training subsidies for those participating in training programs, and safety net placements in public welfare jobs for those unable to secure employment through market channels, along with associated job subsidies.

Finally, the Ministry emphasizes the importance of ongoing follow-up services. For those who have received assistance and found employment, they closely monitor job adaptation and help address any challenges they may face. They proactively assess those who reach the end of their support period to ensure a smooth transition to subsequent services. By combining routine and concentrated assistance, they launch special initiatives such as Employment Assistance Month to deliver policies, services, and job opportunities directly.

Looking ahead, Chen Yongjia stated, “We will continue to prioritize support for the employment of disadvantaged individuals and intensify our efforts to ensure all initiatives are carried out with dedication and empathy.”
