On October 18, Quzhou, Zhejiang Province, hosted the “High-Quality Development of Transportation in Changshan County and the Promotion Meeting of the ‘Express Delivery Hometown’ at the Four-Provincial Border.” During this event, the county unveiled the “Changshan County Modern Transportation and Logistics System Plan,” and marked the simultaneous launch of key transportation projects with a total investment of 2 billion yuan, aimed at accelerating the establishment of Changshan as the ‘Express Delivery Hometown’ at the intersection of four provinces.
We had the opportunity to speak with Wei Bin, the Secretary of the Communist Party and the Director of the Changshan County Transportation Bureau, who emphasized, “Building a modern and comprehensive transportation system and establishing Changshan as the ‘Express Delivery Hometown’ is a definitive step toward developing a higher-level open economy.”
According to the newly released plan, Changshan will adhere to a strategic approach that connects the eastern region with the new Quzhou, the western region with Fujian and Jiangxi, and the northern region with Hangzhou Bay. The county plans to attract leading logistics companies, develop specialized logistics parks, and implement a series of supportive policies for the logistics industry, all designed to enhance economic connectivity.
On the same day, the “Yimi Tida Intelligent Industrial Park” project was inaugurated, marking the second major express delivery industry project this year, following the establishment of the headquarters for Zhejiang Ronghui Logistics Co., Ltd. Additionally, eight industry experts were appointed as members of the Changshan County Transportation Think Tank to offer their insights for future development.
In recent years, Changshan has actively integrated into the national strategy for the Yangtze River Delta, investing approximately 5.73 billion yuan. The county has completed several significant transportation projects, including the extension of the 48 Provincial Road, Chunchang Highway, and Huihe Highway, earning recognition as a national demonstration county for “Four Good Rural Roads.”
Currently, Changshan’s highway transportation network has laid a solid foundation, featuring a framework centered around the Hangjinqu Expressway, Hangxin Jing Expressway, Huangqu South Expressway, provincial roads, and fast lanes. Furthermore, the county is working to connect with port resources from Shanghai, Ningbo, Zhoushan, and is advancing the construction of the Changshan River shipping channel, with plans for additional projects like the Huibe operating area and the Zhejiang-Jiangxi Canal. To date, Changshan has established three logistics parks and one rail freight station, with operations steadily improving.
In terms of public service, the county has implemented a flat fare bus system of 2 yuan and discounts for special groups, achieving a 100% coverage rate for public transportation in 180 administrative villages. In November 2022, a 4,700-square-meter e-commerce logistics supply and distribution center, known as the “U Station,” was inaugurated, providing complete coverage for administrative villages and effectively addressing the rural delivery “last mile” issue.
A representative from the Changshan County government stated, “Changshan aims to cultivate a comprehensive transportation system that is convenient for both external connections and internal accessibility, covers urban and rural transportation, enhances hub functions, and provides efficient integrated services.” They highlighted the county’s commitment to addressing infrastructure gaps, developing multimodal transport, and exploring new business models to firmly establish Changshan as the ‘Express Delivery Hometown’ at the four-provincial border.
