[Geographical Review Line] Sunbird Commentary- Keep pace with “digital” and turn the “digital divide” into a “digital dividend”

In today’s world, the benefits of digital technology are everywhere and accessible to everyone, yet disparities in digital development persist. To address this, many regions have introduced initiatives aimed at enhancing digital literacy and skills among the population. From specialized courses for seniors to the development of educational platforms focused on increasing digital competency in Western regions and skill training programs in rural areas, these measures aim to ensure that all individuals can share in the fruits of digital advancement.

Various strategies are being implemented to help key groups integrate into the digital landscape. As smart appliances and smartphones become increasingly prevalent, many seniors express a desire to embrace the digital lifestyle yet often hesitate due to a lack of relevant skills. To bridge this gap, various sectors of society have jumped into action, creating pathways for seniors to connect with the digital world. For instance, the China Internet Development Foundation has launched public welfare projects like “Digital Literacy for Seniors,” targeting 100 communities for skill development. The All-China Women’s Federation is implementing initiatives such as the “Sunshine Action for Women Volunteers,” assisting older women in learning to navigate digital products like smartphones and smart appliances. In conjunction with these literacy efforts, the soft and hardware of smart devices is also being updated to be more senior-friendly. The Ministry of Industry and Information Technology has overseen the adaptation of over 2,000 commonly used websites and apps for older users, while the Ministry of Transportation is expanding the accessibility of ride-hailing services to cater to seniors. Such rapid and targeted policy responses help older adults feel a sense of belonging in the digital realm, allowing them to truly enjoy the conveniences of smart living.

Local adaptations are essential in creating platforms for enhancing digital literacy. Improvement in digital skills relies on widespread and deepened education. The “Freshman Digital Literacy Course” from East China Normal University has been implemented across ten universities in Guizhou Province, benefiting over 38,000 new students. The “MOOC Western Tour Program” has provided 207,000 MOOC courses and online educational services to Western universities, impacting 590 million students. Digital education is progressively reaching every corner of society through various forms and channels. Additionally, regions in the West are leveraging local resources to innovate diverse educational platforms focused on digital literacy, such as the interactive experiences at the Li Jia Smart Park in Chongqing, the digital course offerings from the cloud service platform for youth science education in Ningxia, and technology project experiences at the Xinjiang Science and Technology Museum. These platforms not only diminish the education gap between urban and rural areas but also provide strong support for enhancing overall digital literacy in the community.

As digital skills evolve, they are transforming the ability of farmers to generate income. By the end of 2023, internet penetration in rural areas is projected to reach 66.5%. With increasing internet access, more farmers are turning to e-commerce platforms to sell agricultural products, making live streaming sales a new trend. In the Guoluo Tibetan Autonomous Prefecture of Qinghai Province, villager Zhuoma participated in training through the “Orange Mama” rural women’s economic empowerment project, learning to analyze customer needs and highlight product features, which helped local specialty products gain traction online. Digital skills have opened new doors to prosperity for Zhuoma and injected new vitality into rural economic development. Such stories are emerging across the country, with a growing number of farmers embracing digital technologies to broaden sales channels, increase the added value of agricultural products, improve production efficiency with smart devices, and leverage online resources for information and insights. Digital skills have become a vital tool for rural prosperity, propelling economic development to new heights.

In a digital society, everyone is invited to participate, and the benefits are meant to be shared by all. As we witness confident farmers showcasing their products in live streams, seniors adeptly using smartphones, and children joyfully engaging with digital education platforms, it becomes evident that this evolution is not just about technological progress; it’s a reflection of societal advancement. The digital divide is gradually being bridged, and the light of digital civilization is illuminating the lives of individuals. Looking ahead, as the supply of digital resources increases, the environment for digital development continues to optimize, and the digital literacy and skills of the population keep improving, it’s reasonable to believe that a more inclusive and better digital China is on the horizon.
